After the UN\u2019s COP28 climate talks in Dubai, Saudi Energy Minister Prince Abdulaziz bin Salman immediately played down the text, insisting it would have \u201cno impact on exports\u201d from the country that ships more oil than any other. The deal \u201cdoesn\u2019t impose anything\u201d on oil-producing countries and allows them to cut emissions \u201caccording to their means and their interests\u201d, the minister said.<\/p>\n<p>It is not an \u201cagreement on the immediate or progressive elimination of fossil fuels, but a process of transition\u201d, he told Saudi TV channel Al Arabiya Business on Wednesday. The prince had earlier voiced staunch opposition to including a phasing-down of fossil fuels in the Dubai text, which ultimately omitted any mention of \u201cphase-down\u201d or \u201cphase-out\u201d.<\/p>\n<p>Striking a deal that appeases nearly 200 countries \u2014 even though some critics were not in the room when it was passed \u2014 followed some deft deal-making by the COP28 presidency. The United Arab Emirates\u2019 official WAM news agency called it a \u201cwin-win for all\u201d, describing COP28 as a \u201cwatershed moment in the fight against climate change\u201d. For French Energy Minister Agnes Pannier-Runacher, it was also an exercise in realpolitik.<\/p>\n<p>The deal\u2019s phrasing was \u201ca very elegant way by the different negotiators to find a way out for all parties\u2026 nobody loses face and it\u2019s the climate and the planet that win\u201d. Saudi Arabia and the UAE are investing in renewable energy and have pledged to decarbonise their domestic economies \u2014 not including the fossil fuels they sell abroad.
