Plans for a pipeline to transport CO2 captured from heavy industry in North West England and Wales to be stored permanently under the seabed in Liverpool Bay have taken a major step forward after the project was given the green light by the UK government last week.<\/p>\n<p>The HyNet CO2 pipeline was granted a Development Consent Order (DCO) by the Planning Inspectorate on Wednesday, in an announcement hailed as a &#8220;major milestone&#8221; by the consortium of companies behind the plans, which is led by Italian energy giant Eni. The planning consent allows for the construction, operation, and maintenance of both new and repurposed gas pipeline and associated infrastructure in the region, in order to transport captured CO2 from a raft of businesses to be stored in Eni&#8217;s depleted fossil gas reservoirs.<\/p>\n<p>The CO2 pipeline is core pillar of the HyNet industrial decarbonisation cluster, which encompasses a range of heavy industrial and manufacturing facilities across North West England and North Wales that are set to be fitted with CCS and hydrogen production technologies. Eni&#8217;s transport and storage system at HyNet is expected to have enough capacity for 4.5 million tonnes of CO2 per year in its first phase, with the potential for this to increase to up to 10 million tonnes per year after 2030, making the cluster a major contributor to the UK&#8217;s CCS targets.<\/p>\n<p>Having been granted a DCO for the pipeline infrastructure, the HyNet CCS cluster is now poised for its final investment decision, which is expected to be announced by September this year, according to the project partners, which also include Cadent Gas and Progressive Energy. Claudio Descalzi, CEO of Eni, said the DCO decision marked a &#8220;significant step&#8221; towards establish a major new industry in the UK.\u00a0&#8220;We welcome the UK government&#8217;s ambition to promote and develop the kind of groundbreaking projects we need to address climate change, especially within hard-to-abate sectors,&#8221; he said. &#8220;Carbon Capture will play a critical role in meeting this challenge by safely eliminating emissions from industries that currently do not have equally efficient and effective solutions.&#8221;<\/p>\n<p>The planning consent includes the construction of over 36 kilometres of new pipelines connecting Stanlow in Ellesmere Port, Ince in Cheshire, and Fintshire in North Wales, in addition to the repurposing of 24 kilometres of existing natural gas pipelines between Flint and Ayr. New ground infrastructure, transformers and utility connections are also included under the DCO.\u00a0Other companies and manufacturers involved in the wider HyNet cluster include petrochemicals firms Essar and INEOS, US agriculture firm Cargill, consumer goods giant Unilever, waste and resources firm Viridor, and global brewer Heineken.
