Parliament&#8217;s Environmental Audit Committee (EAC) had recommended the government widen the scope of its existing planned legislation aimed at combatting deforestation worldwide, to include deforestation that is permitted by local laws overseas, as well as illegal forest destruction.<\/p>\n<p>It said doing so would support businesses by encouraging consistency in trading such commodities across UK and European markets, with the EU having adopted similar supply chain due diligence rules which are set to come into force from January 2025, covering commodities linked to both legal and illegal deforestation. The EAC&#8217;s recommendation came in a report by the Select Committee at the turn of the year, which warned the government was failing to adequately tackle unsustainable rates of global deforestation and criticised ongoing to delays to promised legislation to crackdown on imports linked to forest destruction.<\/p>\n<p>It also highlighted the UK&#8217;s outsized impact on the word&#8217;s forests through domestic demand for commodities such as soy, cocoa, palm oil, beef, and leather, which it said had a greater impact on global forest per tonne of product consumed than that of China.<\/p>\n<p>The government has proposed a number of measures designed to curb the UK&#8217;s impact on forests, including a legislative provision in the Environment Act that commits Ministers to establishing a regime to require forest-based commodities imported to the UK are certified as &#8216;sustainable&#8217;. The due diligence regime would ban all UK businesses and organisations with a global annual turnover of at least \u00a350m from importing, using or selling goods made with cocoa, palm oil, soy and non-dairy cattle products linked to illegal deforestation, it confirmed at the COP28 Climate Summit in Dubai last year.<\/p>\n<p>But the UK government is still yet to set out a timeline to deliver practical details on how it plans to regulate forest risk commodities &#8211; that is goods produced on land made available by clearing forests &#8211; and today rejected calls to expand the proposed ban to include products linked to legally-permitted deforestation. In its formal response to the EAC&#8217;s report, the government said that, rather than banning all products linked to deforestation, permitted or otherwise, it believed &#8220;the only way to achieve zero global deforestation in supply chains is to work in partnership with producer countries &#8211; and that working in partnership requires us to uphold and respect national laws&#8221;.<\/p>\n<p>&#8220;As part of our partnership approach, we continue to engage in technical discussions with producer country representatives from government, industry, and local communities, both domestically and through international visits,&#8221; it added. Moreover, the government has rejected calls from the EAC to extend purchasing standards covering sustainable palm oil and timber to large public sector bodies outside central government, such as the NHS, Armed Forces, and Prison Service.<\/p>\n<p>The government said it would publish and introduce planned secondary legislation to the Environment Act aimed at tackling forest risk commodities &#8220;as soon as Parliamentary time allows&#8221;.
