The ETS operates on a \u2018cap and trade\u2019 mechanism, setting a limit on the emissions that energy-intensive businesses can produce. If businesses need to emit more, they are required to purchase additional allowances at auction or from other participants. Conversely, businesses that decarbonise more quickly can sell their surplus allowances to others. The scheme currently covers the aviation, power and industry sectors. Ministers are seeking to expand its remit to energy-from-waste and waste incineration from 2028.<\/p>\n<p>An initial proposal for the emissions cap for these two sectors in 2028 was seven million allowances. The ETS Authority has since stated that the cap could be increased to 7.9 million allowances, provided that it decreased by 30% to 6.8 million allowances by 2030, and this would still be aligned with the UK Government\u2019s legally binding carbon budgets.<\/p>\n<p>The UK Government last year published its first detailed pathway regarding the future of the UK ETS. It is aiming for the annual allocation of carbon permits to be 45% lower in 2027 than in 2023, with an even sharper decrease in permit allocations through to 2030. These changes are intended to align the ETS with the UK\u2019s 2050 net-zero target.<\/p>\n<p>The Association for Renewable Energy and Clean Technology (REA) has warned that a 2028 cap of 7.9 million allowances for or fewer for energy-from-waste and waste incineration is \u201clikely to be too low\u201d. It has expressed concerns that too stringent a cap could force some operators to downsize or close existing plants \u2013 or scrap plans for new projects. \u201cAsking plants to decarbonise too quickly risks undermining viability of existing assets which risks the loss of vital waste management and power services rather than decarbonisation of the sector,\u201d says the REA\u2019s response to the consultation.<\/p>\n<p>The response further states that Ministers have not used quality data and appropriate categorisations to account for emissions from waste wood biomass sites and plants currently being constructed or planned \u2013 which could technically be classed as energy-from-waste sites. The REA is advocating for a higher cap to be proposed, accounting for all potential projects falling into its scope, by 2030. It bears noting that the has already banned the construction of new energy from waste plants without carbon capture on site, and\/or low-carbon heating technologies.<\/p>\n<p>The National Infrastructure Commission (NIC) has recommended that Ministers mandate existing sites to start retrofitting these technologies in recognition of the Government\u2019s long-term emissions and waste management targets.
