And while the talks tentatively resumed this year, Switzerland\u2019s efforts to secure an exemption to a central EU tenet \u2014 the free movement of people between countries \u2014 could make a deal difficult to reach. \u201cEurope is not an a la carte menu,\u201d Luxembourg\u2019s Foreign Minister Xavier Bettel said ahead of a meeting of EU Europe ministers in Luxembourg on Tuesday. \u201cWe have common rules for everyone,\u201d including Switzerland, he said.<\/p>\n<p>His French counterpart Benjamin Haddad said his country backed \u201cconcluding a deal with Switzerland\u201d, but only if \u201cthe criteria of the single market and the European Union\u2019s four liberties\u201d are respected. Janos Boka, the European affairs minister in Hungary, which currently holds the European Council\u2019s rotating presidency, said there was \u201cpositive momentum\u201d in the talks and solid efforts underway to \u201cfulfil our mutual political commitment to conclude the negotiations by the end of the year\u201d.<\/p>\n<p>Switzerland has been part of the EU\u2019s Schengen open-borders area since 2008.
