It is based on the powerful idea that everybody is responsible for your collective security. And that you must prepare for the worst \u2013 to prevent it from happening. I want the European Union to learn from you. Because the range of threats we face is greater than ever before.<\/p>\n<p>First of all, there is the resurgent military threat. Russia has brought war back to Europe. And now it is even bringing troops in from North Korea. The threat of armed aggression against a Member State has never been higher since the end of the Cold War. If we want to prevent it, we must prepare for it. Just like Finland and Sweden have always done. And besides this, there is a broad spectrum of emerging risks.<\/p>\n<p>Think about the rising number of hybrid attacks, ranging from disinformation, to the weaponisation of migrants, from cyber-attacks to sabotage. Think about the supply chain disruptions, due to conflicts, attacks on global trade routes, or deliberate export restrictions. But also think about the impacts of climate change, and the growing cost of extreme weather events. All of this calls for a new way of thinking.<\/p>\n<p>We must look at all our policies through a security and preparedness lens. And we must do this at all levels \u2013 local, national, and yes, on a European scale. In other words, being adequately prepared for major threats doesn&#8217;t only require strong civil protection capabilities, or better data sharing and intelligence cooperation.<\/p>\n<p>It also requires a whole-of-government approach. This means the ability to use in a concerted and coordinated fashion all the necessary tools and resources of public policy, mobilising authorities at all levels, national, local, and EU \u2013 according to their different roles. But this also requires a whole-of-society approach. Therefore, engaging the private sector, civil society, and citizens.<\/p>\n<p>Preparedness cannot be built in silos. Instead, preparedness requires interaction. Because we are all connected. And our collective preparedness is everyone&#8217;s responsibility. It is for all of these reasons that I asked Sauli Niinist\u00f6 to work on a report on Europe&#8217;s civilian and military preparedness. And I fully share his conclusion: Preparedness must become the default attitude in everything we do.<\/p>\n<p>This is why my new Commission will present a Preparedness Union Strategy. We will look into what needs to change across all our policies. Let me just give you three examples. First, we need to scale up our defence industrial production. And this calls for a true Single Market for defence. With more cross-border cooperation, more standardisation, and a stronger role for European SMEs in our supply chains. We must step up our capacity to produce both high-tech capabilities and high-volume products like ammunition.<\/p>\n<p>Second, on critical supply chains. Since the pandemic, we have started developing strategic stockpiles and ever-warm factories for vaccines. We should do the same in other fields, too \u2013 ranging from other critical medical countermeasures to the defence sector and critical raw materials. Our most vital supply chains must be crisis-proof.<\/p>\n<p>And my third point is on climate adaptation. Europe has an outstanding Civil Protection Mechanism. We want to build on it and launch a new European Civil Defence Mechanism. Our military and civilian personnel must be ready to work together in emergencies, not only at national, but also at European level.<\/p>\n<p>Europe is warming twice as fast as the global average. And we must mobilise all our assets to protect Europeans from climate change. Ladies and gentlemen, the European project was born as a security project.<\/p>\n<p>We started with coal and steel, and nuclear cooperation, because that was the core of European security after World War II. Today, our world is more dangerous than it has been in generations. It is time to go back to our roots. We must once again think about our Union as, intrinsically, also a security project.
