Water companies are legally required to collect data on sewage discharge start and stop times, and to provide environmental information under the Environmental Information Regulations (EIR) in the UK. However, of ten companies urged by the UK Information Commissioner to publish sewage discharge start and stop times, only Yorkshire Water and South West Water have committed to proactively publishing this information every month.<\/p>\n<p>In October 2024, the ICO issued its first EIR practice recommendation to United Utilities after the company failed to properly handle public requests for environmental information. Warren Seddon, the director of freedom of information at ICO, noted: \u201cPeople have no choice but to rely on these firms for clean water, so water companies need to rebuild public trust and confidence by being open about their activities and impact on the environment. Publishing sewage discharge data proactively means that the public have access to the information they need, when they need it.<\/p>\n<p>\u201cI urge all water companies to prioritise building a culture where relevant information is published proactively and people receive timely responses to their requests. Making this information readily available will go a long way towards rebuilding public confidence in the sector. But we will hold water companies accountable if they do not take steps towards greater transparency.\u201d<\/p>\n<p>This call by ICO follows an investigation conducted by the Office for Environmental Protection (OEP) into combined sewer overflow management, following a complaint by the environmental group Wildfish.<\/p>\n<p>For the second time in two years, the OEP found that the UK regulatory system had allowed untreated sewage discharge to occur beyond exceptional circumstances. It found failings had been allowed by the Department for the Environment, Food and Rural Affairs (Defra), the Environment Agency (EA) and Ofwat, across areas including guidance, enforcement and regulatory compliance.
