However, the report \u2013 published as part of the academy\u2019s Energy Systems of the Future (ESYS) initiative \u2013 also found that there is limited knowledge of the worst-performing buildings and their occupants. The poor availability of data makes it difficult for legislators to formulate targeted policy measures, the report found.
