The Committee, which scrutinises whether the Government\u2019s policy approaches provide good value for money, has today (25 April) unveiled a report criticising policy gaps around scaling biomass.<\/p>\n<p>According to the report, some \u00a322bn of Government funding has been provided to businesses and households using biomass since 2022. The biggest single recipient of funding is Drax, operator of the Selby power plant.<\/p>\n<p><em>Sustainable sourcing: Strings attached<\/em><br \/>\nThe Government recently confirmed that it will halve the level of subsidies which Drax receives to operate this plant from 2027 to around \u00a3170m. The plant will be supported to operate at a maximum load factor of just 27%. The new subsidy agreement also requires Drax to enhance sustainability in its wood supply chain. Under Drax\u2019s current agreement, it needs to procure at least 70% of its wood pellets from sources that are certified as sustainable. That figure will need to rise to 100% by 2027.<\/p>\n<p>Ministers should make clear, the PAC report argues, how the sustainability of the procured woody biomass will be assessed in practice. The Committee concluded that the Government\u2019s current arrangement rely too heavily on self-reporting and third-party schemes to certify sustainable sourcing, which may not be effective.<\/p>\n<p>Last year, Drax agreed to pay \u00a325m after Ofgem found it had submitted inaccurate data on the sourcing of wood pellets. Drax has also been accused by BBC Panorama of sourcing from primary forests in North America in 2020-21, despite a commitment not to do so, to avoid deforestation risks.<\/p>\n<p>PAC Chair Sir Geoffrey Clifton-Brown, MP for North Cotswolds, said there is a risk that Ministers are \u201ctaking it on faith that the woody biomass burnt for energy is a sustainably sourced low-carbon alternative fuel\u201d. He added: \u201cIn light of the continuing concerns raised around biomass highlighted by our written evidence, gaining full confidence around the sector\u2019s supply chains is work that must be carried out if government is to truly satisfy itself that biomass is not a white elephant. All are agreed that further monitoring of the sustainability of biomass will require the Government to devote more resources to the problem.\u201d<\/p>\n<p>Sector body Biomass UK\u2019s head of heat, Samantha Smith, called the report \u201cdeeply disappointing\u201d and defended current sourcing frameworks.\u00a0 She said: \u201cIndependent certification schemes like the Sustainable Biomass Program are benchmarked by Ofgem and found to fully meet UK sustainability requirements, with similar findings by regulatory bodies in other jurisdictions such as the EU.
