Set to enter force on 30 December 2025 for large businesses, EUDR mandates that products derived from beef, cocoa, coffee, palm oil, natural rubber, soy or wood must be \u201cdeforestation-free\u201d and legally produced to be placed on the EU market. EUDR will expand to small businesses on 30 June 2026.<\/p>\n<p>Compliance requirements will be placed on importing businesses plus those upstream, including manufacturers and retailers. EUDR will have a \u2018comply or explain\u2019 mandate. The EU has classified all member states as countries of \u2018low risk\u2019 for the production of forest commodities. Also on the \u2018low risk\u2019 registers are key trade partners including the UK, the US, China and Canada. Only a handful of nations are on the \u2018high risk\u2019 register, namely Belarus, Myanmar, North Korea and Russia.<\/p>\n<p>The rest are in the \u2018standard\u2019 category. Environmental campaign groups have expressed concern that several nations with high deforestation rates have been left off of the \u2018high risk\u2019 register, including Brazil, Bolivia and DR Congo. All countries are expected to comply with EUDR if they want to export forest commodities for sale on the EU market, regardless of their risk category.
