The text omits several key phrases that were present in earlier versions, including emphasis on the \u201cimportance of a precautionary approach to seabed mining\u201d.<\/p>\n<p>More than 30 countries are currently in support of a moratorium on deep-sea mining due to the unknown scale of risks to marine life, food systems and seabed carbon stores. US President Donald Trump recently signed an executive order intended to expedite deep-sea mining for minerals. The International Seabed Authority has warned that no nation has the right to order exploration and exploitation of the mineral resources of the seabed beyond its own national jurisdiction, per the UN Convention on the Law of the Sea. However, the US is not a signatory to the convention.\u00a0Greenpeace USA\u2019s oceans campaign director, John Hocevar, said: \u201cAs the Trump Administration and a handful of billionaires push to launch the destructive deep-sea mining industry in our last untouched wilderness, the world must respond with courage, not compromise.\u201d<\/p>\n<p><em>Plastic pollution and human rights<\/em><br \/>\nPrevious statements on the urgency of addressing plastic pollution or its human health impacts have also been retracted. The current draft declaration makes a passing mention to the UN\u2019s ongoing work to develop an internationally binding Global Plastics Treaty, under which negotiators will next meet in August.\u00a0 Further removed references pertained to the need for a \u201chuman rights-based\u201d approach to protecting the oceans, and the need for \u201ctransformative\u2026 action with urgency\u201d to tackle labour and human rights abuses in business activities such as distant water fishing.<\/p>\n<p>Hocevar said: \u201cOur planet, which is mostly covered with ocean, is reeling from the impacts of climate change, industrial fishing, and plastic pollution. But instead of taking bold, unified action to protect our ocean, we\u2019re seeing dangerous backpedalling. Governments must stop allowing a handful of rogue nations to prevent the kinds of actions that science requires and justice demands.\u201d<\/p>\n<p><em>Will the UN Ocean Conference agreement have teeth?<\/em><br \/>\nFrom 9 June, the high-level Conference will convene 60 heads of state as well as ministers. Outside of official negotiating rooms, thousands more attendees are expected, from NGOs, academia, the scientific community, the private sector, philanthropic organisations and groups representing civil society and Indigenous communities.<\/p>\n<p>The Conference is seen as a pivotal moment to reinvigorate international work to tackle the biggest challenges facing ocean sustainability. Agreements to do so were struck in 2015 but progress, by and large, remains too slow. While the Conference\u2019s final agreement will not be legally binding, nations present will be urged to ratify the BBNJ Agreement, which is. The Agreement is also known as the Global Ocean Treaty or High Seas Treaty.<\/p>\n<p>The BBNJ Agreement will only enter into force 120 days after 60 countries have signed. France had pushed for additional signatories ahead of the Conference and will continue to do so. So far, 21 countries have signed.<\/p>\n<p>Initial draft declarations called attention to the fact that ratifying the BBNJ Agreement is urgent, given that it will be the only legal tool to support the delivery of a legally binding commitment to protect 30% of oceans for nature by 2030. However, this wording has been removed from the current draft. Observers will also be hoping for the Conference to mobilise financial resources.
