Overall, the charge has helped prevent more than seven billion plastic bags from going to waste or polluting streets, the countryside, or marine environments, according to the Department for the Environment, Food and Rural Affairs (Defra).<\/p>\n<p>The data released by the government yesterday demonstrates how the levy has driven a huge change in consumer habits over the past eight years, with the average shopper previously using 140 single-use plastic bags a year before the charge was introduced. In total, the number of single-use carrier bags reported as sold by the main retailers in England fell to 133 million in 2022\/23, down almost a third from 197 million the previous year, and marking a massive reduction from the 7.6 billion used in 2014 before the levy was introduced.<\/p>\n<p>Environment Minister Rebecca Pow hailed the success of the policy in helping to &#8220;stop billions of single-use carrier bags littering our neighbourhoods or heading to landfill while ensuring millions of pounds go to good causes&#8221;. Supermarkets in England were initially forced to levy a 5p charge on single-use carrier bags in 2015, which then rose to 10p and was extended to shops and businesses of all sizes in 2021, which the data suggests has further driven consumers away from purchasing these bags.<\/p>\n<p>Proceeds from the levy are also ringfenced for charitable causes, with retailers having now donated more than \u00a3206m since the charge was introduced to support projects focused on the environment, education, arts, heritage, sports, health, and volunteering, Defra said. Campaigners said the policy demonstrates the success of harnessing incentives and taxes to drive green behaviour change &#8211; an approach the Climate Change Committee and environmental groups have long urged the government to extend to other policy areas in support of the net zero transition. Andrew Opi, director of food and sustainability at the British Retail Consortium, also hailed the success of the plastic bag levy in driving greener consumer behaviours.<\/p>\n<p>However, the success of the plastic bag charge stands in stark contrast to the government&#8217;s wider waste and recycling policy agenda, which has suffered numerous setbacks and delays in recent years. Last week the government announced plans to yet again delay the introduction of the extended producer responsibility regime for packaging, which was meant to provide firms with a clearer financial incentive to reduce levels of packaging waste. A long-promised deposit return scheme (DRS) for bottles is also now not expected to fully in force until 2025 at the earliest.<\/p>\n<p>Retailers and supermarkets welcomed the latest delays, arguing they needed more time to prepare for the new rules, but recycling firms and green groups warned yet more policy uncertainty and delays risked scuppering investment in critical recycling infrastructure and alternative packaging solutions. Meanwhile, Defra last week released its long-awaited Waste Prevention Programme for England, setting out its broad vision for building a more circular economy for a range of materials that design out or avoid waste in the first place.<\/p>\n<p>Green groups broadly welcomed the vision set out in the plan, but said it also demonstrated how the government has made little policy progress in curbing waste levels and promoting a more circular economy since its last Resources and Waste Strategy was published in 2018.
