In 2022, total imports of waste shipped under permit to Finland amounted to around 150,000 tonnes, but last year it imported a total of roughly 310,000 tonnes of waste under permit, according to the Finnish Environment Institute (Syke).<\/p>\n<p>Last year&#8217;s waste imports included 180,000 tonnes of refuse-derived fuels, which reflected an increase from 47,000 tonnes imported in 2022. Refuse-derived fuels are burnable materials produced from waste, often in the form of combustible pellets. Following Russia&#8217;s invasion of Ukraine, Russian exports of wood and wood waste to Finland have halted and domestic plants have been forced to seek substitute fuels. Countries exporting garbage to Finland last year included Italy, Ireland, the United Kingdom and Norway. Most of these countries have surplus waste but do not have municipal heating systems or waste incinerators like Finland.<\/p>\n<p>With Finland&#8217;s appetite for burnable garbage growing, recycling targets are becoming more difficult for the country to achieve. Last summer, the EU Commission warned Finland about the situation, blaming the country for burning too much of it and not recycling enough. Imported waste does not affect Finland&#8217;s overall recycling rate, but the emissions from burning are still recorded. The EU Commission has urged countries to reduce waste incineration in general.
