Climate framework laws have had a &#8220;positive impact on the reform of national climate governance systems and on climate action&#8221; in Germany, Ireland, and New Zealand, according to a new analysis published today.<\/p>\n<p>The report from the Grantham Research Institute on Climate Change and the Environment at the London School of Economics and Political Science interviewed experts in each country in order to assess how overarching climate legislation had served to shape specific climate policy measures and drive the political response to the climate crisis.<\/p>\n<p>Titled Impacts of Climate Framework Laws: Lessons from Germany, Ireland and New Zealand, found 67 per cent of interviewees felt the laws had positively impacted climate governance, strengthened coordinated government responses to the climate crisis, and made Ministers more accountable. Moreover, 58 per cent felt the laws had a positive impact on political debate on climate-related issues. However, only 40 per cent claimed the frameworks had had a positive impact on the wider population.<\/p>\n<p>While interviewees in all three countries felt climate frameworks can help prevent significant backsliding on long-term targets to some extent, they concluded that ultimately legislation alone cannot guarantee measures to meet overarching targets unless sustained political will is also evident.<\/p>\n<p>As such, while highlighting the positive impact of climate framework laws the report&#8217;s authors warned shortcomings in the legislative design of such laws and shifts in the political commitment to climate action can weaken the effectiveness of overarching climate legislation. They also state that although climate laws can contribute indirectly to enhancing public awareness and support for climate action, this requires explicit provisions on public participation alongside targeted communication and engagement efforts.<\/p>\n<p>&#8220;Our study clearly shows that, when designed well, a climate law can be an effective tool to tackle the core climate governance challenges, political short-termism, piecemeal policy planning, and weak accountability for implementation,&#8221; said Alina Averchenkova, distinguished policy fellow at the Grantham Research Institute. &#8220;To be effective in this, the laws should include key building blocks, such as a long-term net zero target, interim targets or carbon budgets, and requirements for emission reductions plans, regular reporting, assessment and independent reviews of progress.<\/p>\n<p>&#8220;Legislators must be alive to the fact that current laws do not sufficiently provide for public participation.
