In his long-awaited Competitiveness report, released last week, the former Italian Prime Minister identified high energy prices as one of the biggest threats to European growth, and laid the blame in part on energy taxes.<\/p>\n<p>While acknowledging that \u201ctaxation can be a policy tool to encourage decarbonisation\u201d, Draghi said that European energy taxation is \u201chigher (\u2026) than other parts of the world,\u201d and called for levels to be reduced.<\/p>\n<p>To restore European industrial competitiveness, Draghi proposes introducing a \u201ccommon maximum level of surcharges\u201d on energy, which would include taxation.
